The City of Courtenay invites applications for a full-timeposition of "Planner 2 – Parks & Recreation” in the Recreation, Culture and Community Services Department. This is a full-time, union position subject to the terms and conditions in the collective agreement between the City and CUPE Local 556.
The Planner 2 – Parks and Recreation will play a crucial role in advancing and coordinating short- and long-term planning initiatives and development for parks, open spaces, trails, and recreation projects within the city. This position involves project development and oversight, inventory and assessment, short- and long-term planning activities, research and development, and general support for parks and recreation planning activities. The park planner will manage projects from concept to detailed design, working closely with internal staff and consultants, as well as with community, and ensuring alignment with city policies. The successful candidate will have experience in landscape design and park planning, with a focus on developing and implementing projects that enhance the community's park and recreational spaces.
MINIMUM REQUIREMENTS
- Undergraduate university degree in landscape architecture or an equivalent combination of education that includes completion of an accredited Landscape Architectural Technologist program.
- Membership or eligibility for membership in the Planning Institute of British Columbia (PIBC), Canadian Institute of Planners (CIP), or the BC Society of Landscape Architects (BCSLA)
- Valid BC Class 5 Driver’s License
- Criminal Record Check
- A minimum three to four (3-4) years of job-related experience in landscape design, park planning, development, and management, or an equivalent combination of training and experience.
- Some experience in project management and contract administration.
- Considerable knowledge of the principles and practices of landscape architecture and design
- Considerable knowledge of the methods and techniques of parks and recreation planning and of departmental functions, procedures and objectives
- Considerable knowledge of landscape construction methods and materials and of horticultural techniques and practices
- Sound knowledge of governmental and legal procedures related to parks and recreation planning and development
- Ability to establish priorities in park planning programs and assignments and to co-ordinate information to and from inter-department staff
- Ability to establish and maintain effective working relationships with a variety of internal and external contacts
- Ability to act in a liaison capacity coordinating the work of special assignment groups and to relate such work to park user groups, recreation groups and various levels of government
- Ability to prepare and present reports and recommendations to a variety of internal and external stakeholders
- Ability to read and interpret engineering plans and specifications
- Sound knowledge of the philosophies, principles, and practices of municipal planning
- Sound knowledge of planning legislation and applicable bylaws as they relate to park planning
- Strong interpersonal, communication, research, analytical, problem solving, and organizational skills
- Strong office computer skills, including skill in the use of drafting and graphic arts tools and equipment
- Ability to be creative and use sound judgment in making planning recommendations
- Ability to work well as a team member and independently
- Ability to prioritize and meet deadlines
- Ability to deal effectively with the public, professional consultants, representatives of government, and City staff
The current hourly wage rate is $42.96 based on a 35-hour work week. This is a full-time position.
