Planning Division

The Planning Division manages development applications, including rezoning, permits (development, variance, Board of Variance, tree and sign), and boundary extensions, while ensuring bylaws and policies remain up to date.

Development applications and inquiries

To submit a development application or ask a question, email planning@courtenay.ca with a detailed summary of your proposal.

A planning staff member will contact you to discuss your application and provide the necessary forms. Once you have all required materials, you can request a file-upload link to submit your documents electronically. Staff will then inform you of the applicable fees and payment process.

February 2025: The City of Courtenay is updating its form and character design guidelines to support small-scale, multi unit housing (SSMUH), making it easier to build new homes while keeping our neighbourhoods vibrant.
