Building Division
General Information
The Building Services Division is responsible for the enforcement of the British Columbia Building and Plumbing Codes and municipal bylaws relating to building construction, business licence administration, the review and investigation of complaints on building matters and the technical review of development applications.
A building permit must be obtained prior to commencing with any of the following:
- New construction
- Alterations
- Reconstruction
- Demolition
- Removal, relocation or change of occupancy of any building or structure including excavation or other work related to construction

- The new BC Building code came into effect March 8, 2024. More information can be found on the Province's webpage found here.
- New City of Courtenay Building bylaw for 2024. Building Bylaw No. 3114 [PDF - 4 MB] comes into effect January 1, 2024. Highlights include:
- A building regulated by Part 3 of the building code must be designed and constructed to meet the minimum performance requirements specified in: (a) Step 3 of the Energy Step Code; or (b) for building permit applications received on or after adoption of Step 3 within the building code, Step 4 of the Energy Step Code.
- A building regulated by Part 9 of the building code must be designed and constructed to meet the minimum performance requirements specified in; (a) Step 4 of the Energy Step Code; or (b) for building permit applications received on or after adoption of Step 4 within the building code, Step 5 of the Energy Step Code.

All applications MUST be submitted digitally using the link above.
Application submissions are not entered in the system until all applicable components are received and an inspector has reviewed your application.
Inspections
To book an inspection, email inspections@courtenay.ca.
An inspector is generally available for phone calls and inquiries during regular office hours, Monday - Friday 8:30 am to 4:30 pm.
A minimum of 24 hours notice is required for all inspections and inspections are conducted between 9:00 am to 12:00 pm only.
