Bylaw Enforcement
Municipal bylaws help everyone enjoy our community. They set basic rules for property maintenance and activities that affect others.
In Courtenay, bylaw enforcement is complaint-based. Bylaw enforcement officers respond to concerns from residents and businesses.
Our goal is to achieve voluntary compliance through education. If that’s not possible, officers may issue a ticket or take legal action.

Bylaw enforcement officers work seven days a week:
- Monday and Tuesday: 7:30 a.m. to 4 p.m.
- Wednesday to Sunday: 7:30 a.m. to 5:45 p.m.

We do not respond to anonymous complaints.
