Subdivision & Development Servicing Bylaw

The City of Courtenay has updated the Subdivision and Development Servicing Bylaw. The bylaw regulates the subdivision and development of land within the City of Courtenay, and outlines standards for works and services.

The updated bylaw was approved by Courtenay City Council on May 7, 2018.

The bylaw is designed to meet current community needs by modernizing engineering design guidelines, construction specifications and detailed drawings. In general, the works and services that are required as part of the development of land may include, but are not limited to, the following:

  • Utilities (water, storm, and sanitary sewer systems)
  • Roadways, curb and gutter and sidewalks
  • Traffic signals and roadway lighting
  • Street trees.

The Subdivision and Development Servicing Bylaw:

  • Provides common expectations and requirements for all new developments in the city
  • Identifies base requirements for infrastructure to be provided with new development
  • Formalizes the current infrastructure practices of the city

The engineering design guidelines, construction specifications and detailed drawings are based on documents published by the Master Municipal Construction Documents Association (MMCD) but include supplementary clauses and drawings to incorporate infrastructure design and construction practices that are specific to the City of Courtenay.

This updated Subdivision Development Servicing Bylaw increases fairness and transparency in the development process by clearly articulating the design and construction specifications for new infrastructure.

Background

In April of 2016, the City of Courtenay launched a consultation process on updating the Subdivision and Development Servicing Bylaw with the development community and the public. All comments were considered, and many resulted in updates to subsequent drafts and the final document.
